[SOURCE] – At the start of 2026, the Amateur Radio Club at the Vienna International Centre (ARCDXC 4U1A) officially resumed its efforts to have our station recognized as a separate entity on the DXCC Award list. Our Position: Our goal is not to request the creation of a “new country” based on political motives, but rather to rectify a long-standing administrative inconsistency and correct a historical error. Currently, the DXCC program recognizes the United Nations Headquarters in New York (4U1UN) and Geneva (4U1ITU) as separate entities. However, the UN Headquarters in Vienna (4U1A)—which possesses an identical legal status of extraterritoriality, its own United Nations Postal Administration (UNPA), and full administrative independence from the host nation’s regulatory body—continues to be erroneously classified as part of Austria.

DXCC status of 4U1A

[SOURCE] 4U1A – this is an Amateur Radio Club (ARCDXC). It is located in the Vienna International Center in Vienna, which is NOT Austrian, but an extraterritorial institution. However, the ARRL (DXAC) ignores this status for many years without a valid reason and does not recognize it as a separate DXCC entity, but recognizes it as part of Austria, thereby explicitly ignoring international agreements between the UN (where the US is a member state) and the Austrian government. For the sake of consistency, 4U1A should be accorded DXCC status. There are only three United Nations “capitals” in the world — in Geneva, New York, and Vienna — with the privilege, normally reserved to countries, of issuing postage stamps.

A wall of silence.

Two weeks has elapsed since we wrote a piece about the DXCC validity of 4U1A,  ran a survey on the matter, and club members of 4U1A in-turn wrote to DXCC / DXAC and ARRL.  In this two week period, some very high profile people were contacted. They know who they are.  Sadly, however, not one person (with an authority or insight on this issue) has replied. Not one. We start to ask questions like everybody else: Why the “closed-shop” mentality? Why the complete silence? Why not engage in dialogue? Why no answers?
